Within the European Banking Authority (EBA) and the Prudential Regulation and Supervisory Policy Department, Delphine Reymondon is responsible for the Unit in charge of regulation and policy issues on capital and loss absorbency, liquidity, leverage ratio, accounting and audit, interest rate risk in the banking book and large exposures in particular. Prior to this position, Delphine Reymondon worked as a banking supervisor, mainly in the field of on-line supervision, for the French supervisory authority (ACPR) where her last position was Deputy Head of division in charge of the supervision of some French major banking groups and their related corporate and investment banks.

Delphine Reymondon holds a Business School Degree (ESC Montpellier) and studied as well at Kingston University (UK).

Jim is a Manager in AFME’s Advocacy team based in Brussels. He focuses particularly on prudential and resolution frameworks. Jim joined AFME in early 2023 from Ernst & Young where he was a Manager in the EMEIA Financial Services Regulatory and Public Affairs Division and took part in the work of EY’s Global Regulatory Network led by former regulators and supervisors. Prior to that, he worked in Brussels for a London headquartered public affairs consultancy across several sectors and jurisdictions.

Sahir Akbar is Managing Director, Deputy Head of Prudential Regulation and Head of Recovery & Resolution. His main policy focus has been the implementation of Basel III in the EU and UK, specialising in the areas of own funds, large exposures, counterparty credit risk and credit valuation adjustment, as well as being primary contact for accounting issues, working closely with AFME’s Accounting division. He began his career as an auditor in the financial services audit division of KPMG, qualifying as a Chartered Accountant before moving into banking supervision at the Financial Services Authority (FSA). At the FSA and its successor, the Prudential Regulation Authority, he supervised a number of Category 1 wholesale and investment banks in the International Banks division and qualified as a CFA charter holder before managing the supervision of a portfolio of UK banks.

Stuart founded Autonomous Research, a specialist global financials research firm, in 2009. He was its CEO from 2009-2017, building a business with over 80 staff and revenues of $70mn. Prior to founding Autonomous, Stuart was the head of European banks equity research at Merrill Lynch. He was the number 1 ranked European bank analyst for six consecutive years. Before joining Merrill Lynch in 2002, Stuart worked at JPMorgan and HSBC (both in banks equity research). He began his career at the Bank of England in 1988 in the banking supervision department. Stuart holds an MA in modern history from Cambridge University.
