Primary Dealers

As a sub-committee of the Rates division, the Primary Dealers team advocates with relevant government and regulatory bodies on behalf of Eurozone government bond primary dealers.

Promoting integration and efficiency within the European government bond market, through dialogue and market best-practices recommendations, AFME staff work to address primary and secondary issues by facilitating consultation with key market participants, including primary dealers, European Debt Management Offices, the European Commission, the European Central Bank, and trading platforms.

• Maintaining active secondary trading of European government bonds through the promotion of an open competitive trading environment.
• Harmonisation of the Auction Systems in Europe – Best Practices for Auction Systems.
• Electronic Inter-Dealer Trade Cancellation Procedure.
• Toward a Common European T-Bill?.
• Harmonised Reporting Format (HRF) : This initiative is an example of collaboration with the national treasuries of the Euro area where the industry agreed on a harmonised format for primary dealers to report on their activity in the Euro-denominated government securities market from January 2006 onwards. In 2012 the harmonised reporting format has been amended by the EFC Sub-Committee on EU Government Bonds and Bills Markets. AFME maintains the list of Primary Dealers in Europe for the counterparty type definition of the HRF 2012. The AFME list is based on the information published on the DMOs websites and is updated on a quarterly basis.
